Services that promote optimal development of children with
special needs take into account additional communication, activity, and staffing needs.
Interpretation: Special needs can include medical, developmental, social, emotional, and behavioral problems.

program does not serve children with special needs.
A team approach is used in service
planning, care provision, and transition planning.
Interpretation: The team should include parents, other providers, and child care providers.
Care providers and administrators promote the child’s inclusion in activities with other children, and help other children, providers, and parents understand and accept the child.
Care providers are appropriately qualified and trained to meet the specific needs of children, and the agency brings in
consultants and other professionals, when necessary.
