Qualified professionals will have two years related experience and an advanced degree
in social work
or a comparable human service field. When an agency is considering the necessity of placing a child in out-of-home care, protocols
or guidelines and consistently applied criteria
should be used to evaluate risks and support the making of sound, consistent decisions. If placement is appropriate but the agency does not have the authority to remove children from their homes, personnel
should make a formal recommendation to the agency that has the authority to do so.
