CAREGIVER

The provider of physical, emotional, and social needs to another person, often dependent and unable to provide for his or her own needs. Caregiver is the generic term used for the direct service providers in Community Care and Support Services (CCS).

  SCREEN

A preliminary test administered to a client to determine whether he/she meets eligibility criteria for the services offered by an organization.

  SERVICE

One or more organization-operated programs or activities that have a common general objective and deploy the organization's material and human resources in a planned and systematic manner. An organization that publicly promotes or identifies itself in writing as offering a service, is licensed to deliver a service, assigns personnel and/or space to a service, or allocates financial resources to a service is considered to offer that service.

  PRACTICE

Established actions or ways of proceeding in the regular performance of organizational duties. Policies and procedures often guide practice.

  PROGRAM

A system of services offered by an organization. For example, an organization providing a mental health service may offer several mental health programs to different populations, e.g., a mental health program for adolescent teens. The word "program" can be used interchangeably with the word "service" or to describe specific programs.

  PROTOCOLS

Instruments and procedures used to accomplish a particular goal, activity, or purpose.

  REFERRALS

Resource suggestions provided to consumers to address problems or needs that are beyond the scope of the organization's mission.

  CONNECTED

The means by which individuals access services that may or may not be provided by the organization itself. These terms are used interchangeably when individuals are connected to services either directly or by referral. See also LINKED.

  FAMILY

Two or more people who consider themselves family and who assume obligations, functions, and responsibilities generally essential to healthy family life. Child care and child socialization, income support, long-term care, and other caregiving are among the functions of family life. The definition of "family" will rest with an individual's indication of who plays a family member role, including current or former foster family, adoptive family, extended family members, fictive kin, or significant others. Organizations that believe family is the central constellation in a child's life, and that family attachments are of primary importance for human development, will strive to work with professional staff to develop a common understanding of "family."

RC 2: Screening

 
The organization screens applicants promptly and responsively to identify level of need.

RC 2.01

 

Caregivers and providers discuss:

  1. how the caregiver’s request and the dependent person’s needs match the organization's services;
  2. what services will be available and when; and
  3. concerns about using respite care.
NA Another organization is responsible for screening.

RC 2.02

 

Prompt, responsive screening practices:

  1. ensure that applicants are treated equitably;
  2. give priority to individuals with urgent needs and emergency situations;
  3. support the timely initiation of services; and
  4. provide for initial screening or placement on a waiting list.
Interpretation: Crisis respite programs have protocols in place for prioritizing referrals.

RC 2.03

 
Caregivers who cannot be served, or cannot be served promptly, are referred or connected to appropriate resources.
Interpretation: When a crisis respite program is at full capacity and cannot provide services to a family, the organization assists the family in developing a plan to provide safe care for the child or adult and refers the family to another appropriate emergency service provider.
NA The organization: (1) accepts all clients, or (2) only receives clients by referral, and is required by contract to accept all referrals.
